First layer attached

The top layer is hand gathered and sandwiched between the basque and panty for a clean finished upper edge

1/2 in pleated top layer

Pinned and ready to sew

All layers are sewn in descending length order upside down directly to the panty

Sewing in another layer...

Steaming the layers flat

The last step will be to tack the lower layers to the upper layers with invisible thread

Voila! Finished and decorated!
